Position Overview
This role will focus on analyzing and redesigning financial workflows within the Palmetto Automated Child Support System (PACSS) and related Child Support applications. The consultant will enhance user experience, streamline complex financial processes, and design self-guided workflows to improve usability and operational efficiency.
A strong emphasis is placed on candidates with experience working in more than one Child Support system, particularly in financial operations and system redesign initiatives across multiple state environments.

Scope of Work
The selected consultant will:

• Analyze existing financial workflows within PACSS to identify inefficiencies and improvement opportunities
• Design optimized workflows for complex financial processes
• Propose enhancements to financial transaction handling, including order entry and financial adjustments
• Design self-guided user workflows (guided navigation, contextual help, tooltips, step-by-step wizards)
• Improve usability and reduce dependency on user training
• Conduct stakeholder interviews to understand state-specific business processes
• Collaborate with Business Analysts, QA, and technical teams during testing cycles
• Participate in functional meetings for enhancements, bug triage, and system improvements
• Work independently with minimal guidance while providing status updates to the State Functional Manager

Required Skills (Ranked by Importance)

1. Experience working as a Financial Business Analyst in more than one Child Support system
2. Experience working with financial operations (receipts, distribution, disbursements, recoupment, reconciliation) in more than one Child Support system
3. Experience designing and developing system processes for complex financial workflows

Preferred Skills

1. Experience with Microsoft Team Foundation Server (TFS) and Microsoft Test Manager
2. Strong SQL query skills to extract, validate, and interpret financial and operational data
3. Experience with SharePoint
4. Experience supporting state government systems or large public-sector environments

Required Education
Bachelor's Degree (BS) or equivalent work experience.

• Comfortable working EST hours
• Must be willing to travel onsite Day 1-2 for onboarding
• Must be willing to travel approximately once per quarter (minimum 4 days per visit)
