Position Title: Program Manager (Federal Healthcare IT)
Location: Tysons Corner, VA (Hybrid)

Position Overview
We are seeking an experienced Federal IT Program Manager to lead a mission-critical healthcare technology program supporting a large federal healthcare agency.
The Program Manager will oversee operations, modernization initiatives, cloud-based system support, compliance management, and Agile delivery across cross-functional teams. This role requires strong leadership, federal governance experience, and familiarity with healthcare payment systems.
This individual will serve as the primary interface with federal stakeholders and will be responsible for ensuring successful execution across cost, schedule, performance, and compliance objectives, with an explicit need to understand CMS payment policies and programs.

Key Responsibilities
Program Leadership & Stakeholder Management

• Serve as primary point of contact for federal client leadership.

• Provide strategic direction and oversight across all technical and operational workstreams.

• Manage program performance, financials, risk, and reporting.

• Deliver executive-level status updates and performance metrics.

• Lead regular governance meetings and stakeholder engagements.

Operations & Modernization Oversight

• Oversee ongoing operations and maintenance of enterprise systems.

• Lead cloud modernization and optimization efforts (AWS required).

• Ensure performance, reliability, and scalability of applications.

• Drive continuous improvement initiatives.

Security & Compliance Management

• Ensure program adherence to federal cybersecurity and privacy requirements.

• Oversee maintenance of required security documentation and compliance artifacts.

• Support audits and regulatory reviews.

• Ensure alignment with FISMA, NIST, HIPAA, and federal IT security policies.

Agile Delivery & Performance Management

• Lead Agile program execution using SAFe or similar frameworks.

• Oversee backlog prioritization, sprint planning, and release management.

• Monitor key performance indicators (KPIs) and service-level objectives.

• Ensure quality assurance processes are implemented across teams.

Risk & Continuity Management

• Identify and mitigate program risks.

• Maintain business continuity and disaster recovery readiness.

• Ensure uninterrupted support of mission-essential functions.

Required Qualifications

• 12+ years of IT Program Management experience in a federal environment.

• Program management leadership for enterprise IT delivery in an Agile/SAFe environment;

• Deep understanding of CMS payment policies and programs.

• Demonstrated experience managing financial governance within program delivery (reporting financial status in governance forums; reporting invoices/EAC/financials)

• Strong experience with SAFe Agile, JIRA, and federal compliance frameworks.

• Experience managing CMS cloud-based enterprise systems.

• Demonstrated experience overseeing cybersecurity compliance and audit readiness.

• Experience managing financial systems for healthcare payment-related systems.

• Strong experience with Agile methodologies and enterprise delivery governance.

• Experience managing multi-disciplinary technical teams.

• Prior experience supporting CMS programs is required.

• Bachelor's degree in information systems, Computer Science, Healthcare Administration, Business, or related field.

• PMP, SAFe Agilist, or similar certification is highly preferred.

Preferred Qualifications

• Experience managing systems subject to FISMA and Authority to Operate (ATO) requirements.

• Familiarity with healthcare payment models (Medicare Advantage, Part D, or similar programs).

• Experience supporting a program hosted in CMS Cloud (AWS)
